The mechanism of MEFN-CellTM is distinct from electroporation. It uses a dense electrode array to apply a low strength electric field network on cells, that allows low voltage electro-permeabilization, thus allowing a long term treatment as compared to the electroporation. An electric array of very small electrodes is used to minimize heat and diffusing electric fields are used for providing a more nearly uniform average MEFN^TM exposure and transfusion into the cells; A non-cuvette system which uses long exposure cell in a compact chamber is used to transfuse a large number of cells and to reintroduce them at a single time for large batch processing which results in less damage to the cell.

MEFN-CellTM chamber is shaped and sized to intimately contain the cells. In a cell culture chamber between opposing gas permeable membrane encapsulats electrode arrays across which low voltage LSEN pulses are applied. The membrane is transparent, thus cell can be observed under light microscope. The chamber is disposable.

There is an access on the MEFN-CellTM chamber for inserting temperature, pH, or voltage/current probe for continuously monitoring during treatment and cell culture.

There are two types of MEFN^TM chamber, one was pretreated for cell attachement. Another type is for dynamic electro-permeabilization, i.e. cells are moving in a static field, and rotating in a constant rate of buffer flow, therefore a constant temperature is maintained and heat damage to the cells is avoided thus allowing a long term MEFN^TM treatment as compared to the prior art without incubator.
